Fluvius publishes its 2025 annual report

Fluvius is publishing its 2025 annual report today. In it, the network operator outlines how it is responding to a rapidly changing energy market, in which renewable energy is breaking new records, electrification is accelerating and pressure on the electricity grids is continuing to rise. At the same time, Fluvius remains firmly committed to digitalisation, investment and sustainability.

Key developments in 2025

In 2025, nearly 1 GW of new decentralised generation capacity was added in Flanders, mainly thanks to PV installations, wind energy and home batteries. Businesses are also electrifying faster than expected, leading to a sharp rise in applications for high power capacities. At certain times and in certain areas, there is a risk that demand will exceed the amount of electricity that can be transmitted via the cables and substations in the near future.

Fluvius is working with Elia, the regulator, stakeholders and policymakers on solutions such as flexibility and prioritisation criteria to ensure that businesses can continue to be connected.

Targeted investments in tomorrow’s networks and digitalisation

In its 2026–2035 investment plan, Fluvius confirms a budget of 11 billion euros and the ‘no-regret’ scenario. As part of this, 200 million euros is being reallocated from low-voltage to medium-voltage networks. In 2025, the network operator completed, amongst other things, 1,000 transformer upgrades and installed 5,000 new digital substations.


The digitalisation of the networks is continuing: by the end of 2025, digital meter roll-out had reached 81 per cent, and the number of users of metering regime 3 (required for, amongst other things, energy sharing and dynamic tariffs) has more than doubled.

The expansion of the sewerage networks is also proceeding at a steady pace, with €160 million in annual investment in, amongst other things, separate systems and infiltration projects.
